As RoR programmers are typically more advanced than those who use PHP, they would tend to take up more space and power.
Crowded servers could be an indication that a host is popular; but it would also mean that you would be given less than what you would have gotten from a roomier Ruby hosting server. An easy way to check this is to access the host’s own site. If it takes longer to load than other websites having the same amounts of data and images, it is best to stay away from the site as it clearly cannot host its own.
